Shift + Arrow Resizing of Forms

For some reason today when I opened my project my form had changed size and was about 15 pixels smaller on both axis???  It took me forever to get things lined up before in twips, so I ended up turning them off and was trying to size with arrows and nutt'n happened, so I had to type it in.
